The seventh Pope, Sixtus I governed the Church in Rome from c. 117 to c. 126 during the reign of Emperor Hadrian. According to the Liber Pontificalis, he decreed that only sacred ministers may handle the sacred vessels, and that the congregation shall recite the Sanctus with the priest after the Preface — early steps in formalizing the Roman liturgy.
